While I think Penelo is a drastically different person from Ashe, if any of them were to make a good queen post Ashe it would be her. I found Penelo acts quite young because she is young, but at the same time she has this wisdom came from growing up in such turbulent world while still stayed grounded, and she has this drive to keep the piece going because she's not someone who takes that for granted.

I think her friendship with Larsa says a lot. I always thought they mirrored each other well, Larsa would be like Penelo had he been a commoner raised in the slum, and Penelo would be like Larsa had she been a royal raised to be in the line of throne. If that makes sense.
