Summary: For the "What if..." prompt on airship_lounge. In this case, what if Gestahl had never found the Land of Espers, and consequently, what if Kefka was never experimented on/became a powerful General? (Since Kefka's origins are unknown, for the sake of this, I'm assuming he wasn't a part of the Empire at the very beginning.)
